Diluted Shampoo

Sorry if this is a dumb question but I'll ask it anyway. I noticed that many use diluted shampoo. When you say diluted, is this simply mixing it with a bit of water in a separate bottle or are you adding oils to the shampoo to dilute it and make it more moisturizing? That is all, thanks!
 
Apparently, some shampoos if put directly on the hair can cause tangles so a bit of dilution helps. I just put some shampoo in my hands and put a bit of water and then put on my hair.

I use castille soap for shampoo...I take an empty bottle and put 1/4-1/3 soap and fill the rest with water. Castille soap is really strong and too much of it makes my hair dry and tangled. This way I don't have to worry about using too much.
