My daughter wants this style for her prom. it looks like finger waves or something. her hair is shorter. how would i do this?

a large barrel curling iron? I've done something similar where I would take the iron and clamp it down the length, alternating inside-outside, if that makes any sense. It's tedious but gets a beautiful result
 
It's a Veronica Lake - inspired hairstyle (old Hollywood actress). YouTube has some videos that may point you in the right direction...
 
I know this isn't the exact answer to your question OP but this video on YouTube shows you how to get beach waves without heat. If you change it around a bit, you may be able to get the same result as your picture. But you may have seen the video because it's Macherie's one.

yes thats what thy did in the vids too. may have to do just that to get a result. thanks a lot:)

That's how people did crimps back in the day before the crimping iron/waving iron came out. If sylver uses a big enough iron it should work.
