Well I am stumped...lol...because my hair does the same thing but I decided to give what I heard a go. I never heard the wrap thing but I wrap alternate ways so again I am confused.
My hair grows uneven too. The side that grows faster is also a lot thicker. I don't know if the retarded side grows slower because I sleep on that side, or because of damage I got from micro braids ealier this year (2 different people braided a half of my hair, and the side that's thin now had a lot of breakage, like I could see the braid pulling the hair from my scalp in the front) But then, come to think of it, the retarted side of my hair has always been more prone to breakage... Hmm...
also if you use heat appliances take note of what side you start on. well styling in general.
i used to always start on my left (i'm left handed) so my right side ended up being longest. also the left was the side i carried everything on...i.e. bookbag, purse...whatever. so the left side suffered.
i have since switched but only really when i flat iron and i alternate which side i start my wraps on. made a noticeable difference.
loraine, my hair is the same way too! beats me! every few weeks I notice when my hair is wet that usually one piece is signigicantly longer than the rest.....that one piece must be more determined than the rest of my hair I guess!

That one strand is the only one determined to get us to bra strap.

That one strand is the only one determined to get us to bra strap.
I think it's just something that's genetically programmed into our systems. My left side has always grown to be longer than my right and I mostly sleep on my left side.
I have the same problem. The front left side of my hair was longer than the right. I would always start on the longer side when putting in products so I thought if I switched and started on the short side(right) then it would catch up with the longer side (left). Now the short side has outgrown the longer side...
I went ahead and trimmed it (again) so that it's all one length. I think there was nearly an inch off when I finished. I guess I can kiss bra strap by Dec goodbye.

I don't know if someone asked this already but did you ever have severe damage done to that side? I had an incident over a year ago when my left side broke off and was a lot thinner than the right. I know now that if my hair is ever damaged, that area is the first to show it.
I have the same problem except it's the middle that grows slow. I look like someone tried to cut a "W" in the back of my head! My sides will be at bra strap way before my middle and cutting it does not help. I've cut it quite a few times and it still just takes it's time while the other sides grow overnight! It's so annoying. I don't use heat at all so I know it's not heat. I'm sure it's from past damage but dang, hair, get over it all ready!
