How To Put Together Pibbs 132 Steamer

I searched the forum and can't seem to find any info. If you have a pibbs how did you connect the top with the base?
there's a bolt and washer on the head of the unit and I can't seem to get the unit to fit at all on the base.
any suggestions?

called them and I am waiting for a call back. The actual unit doesn't fir in the base
