I'm no expert, but I personally consider when all of your hair (excluding bangs) is long enough to comfortably put in a pig tail, it's no longer a 'teeny weeny' afro. I consider my hair a regular ol afro - too long to be considered teeny weeny, but too short to be considered a BAA.

Cool, I'm no longer a twa!!!!!!!!!!!!! Yippeee! I can fit all of my hair in a ponytail now. However, because of the stinkage my hair looks like a twa.

So at what point does a regular fro become (considered) a BAA? - I really want to know, I'm not being snarky.
