I think that is the fill in pattern i.e., if you have 14 cornrows across your head, for the outer rows (#1 and #14) one addes 2 pieces of bulk hair. At the next rows (#2 and #13) one adds 4 pieces of bulk hair.

Once you get to the center, you are adding 14 pieces of bulk hair per cornrow.
