Dusting hair ends

Can someone please tell me what "dusting" hair ends mean? Does it mean that you put something on the ends to make the split ends visible? What do you put?

I believe "dusting" refers to clipping only a little bit (less than an 1/8 of inch) of the ends of your hair. The hair that appears on the floor looks like dust, not piles or clumps of hair.
