Sealing with oil

When I put mosturizer on dry hair do I seal it with oil, or do I only seal with oil on wet hair?erplexed

I pretty much follow the same routine on dry hair that I use on wet hair. When I do my hair for day I start out with my moisturizer then I add my oil to seal the moisture.
