Spinoff about Bangs- does the length of the rest of your hair matter...

Does the length of the rest of your hair matter in whether bangs look nice? I ask because I've been considering bangs... I LOVE the way they look. I went to my stylist to get my hair done awhile ago and told her that I wanted bangs- I like the longer, whispy bangs. She told me that I shouldn't get bangs until the sides of my hair grows in longer because it would make my bangs look nicer. After she explained it to me, it made sense, especially since I wanted the longer ones. I love and trust my stylist and she really is out for my best interest, so I didn't get them. She sometimes does this swoop-curl thing that makes it look like I have a bang... but I want a real one. The side and middle parts are starting to suck. Do you agree?

That absolutely makes no sense to me at all. I had long whispy bangs at various lengths.
